That’s the way to do it. It’s not the best but if Dems go to far then changes can be used against them. The Senate has rules and rules are not always liked.
But this is the year of compromise and both Dems and GOP want to accomplish something. The GOP is going to isolate the Tea Party members because they understand the demographics. Gerrymandering and changing how votes are counted will only get you so far…and the appearance of abusing the voting system will also work against them in the long run.
Compromise will also entail Boehner disregarding or entirely eliminating the ‘Hastert Rule’ of only bringing bills to the floor when the ‘Majority of the Majority’ approve.
